Plane Shifting back to the Prime

The wording of Plane Shift seems as though it's only inaccurate when leaving the Prime. Is this so, or do I need to aim for a place that's far from the coast when returning to the prime to reduce the chance for my party (or some rescued civilians) from drowning shortly after returning home?

I think it's inaccurate even when going to the Prime Material.

Yeah, coastal destinations are a bad idea, unless you are all already under a fly effect, and have a backup teleport ready.
