At what level should a spell be able to apply Templates?

I have a few templates I've made that are the result of Transmutation Magic.  At what Spell Level should they be allowed to bestow a template on someone?  For Templates that are curses that lower CR, at what spell level should they be permanent until dispelled?

Permanent or not?

Personally I consider the "Bite of the X" line of spells to be mini-templates of a sort.  They might be a good start.

Good templates temporary, bad templates permanent

An argument can be made that Bestow Curses effects are not unlike having a perma-bad template, so you can probably start at 3rd and customize from there.
