Might as well add Low Tier campaign to the list as well.  Sleepy hasn't been on since Dec 18th, but there hasn't been a post in there since May.

I really would love to revive Frozen Night at some point... but I am so, so crushed for time right now,and will be for the foreseeable future, that I can barely manage to keep the other PbP I'm DMing limping along at a glacial speed. So I guess we can put this one on ice for now, and maybe one day when the days are brighter we can thaw it out. :D
I don't pee messages into the snow often , but when I do , it's in Cyrillic with Fake Viagra.  Stay frosty my friends.

Unless they've got private thread activity I can't see, the following games look to be dead:

   
[GURPS 4.0] The Empty Skies (No activity for 2 months)

[Rogue Trader] Faith & Fortune (The DM had to drop the game May 15th)

[Dresden Files] Kaffee und Kuchen (No activity since January)
   
[Legend] Osaka Street Stories (No activity since last year)

[D&D 3.5] Ravenloft - Stumbling through the Mist (DM dropped it in February saying he'd pick it up this summer but he hasn't been on in a month)

I managed to get a hold of Strat outside of the boards, the Arhosa games can be retired.  It looks like he's gone from the boards at least semi-permanently.

I'd like to resurrect it too, but several of the players are gone ( :( ) and it was kinda dead even before I left.

On the bright side, Souls might come back, depending on relative interest; it's an easier premise for me to work with, and had only just started, which makes retconning new characters in easier.

You can move Go Go Power Rangers to retired too. I doubt I restart that up, the play was designed to be fairly strategic which the players apparently didn't want. But it's Gantz-like play did hit the actual tabletop for a couple hours cultivating into a hilarious TPK and repeated viewing of the Abridged series.  :D
