Really. Range: Personal. That phrase you bolded states that I have to touch the creature or writing in order to understand its language.
So, what use are you putting it to that doesn't require touch, then, aside from comprehending a language (which, as we've agreed, requires a touch)?
I cast the PERSONAL spell on myself because that is the only valid target. You speak a language that I don't understand. The only way that I can understand it while under the effects of the spell is if I touch you while you're talking. This has no effect on you whatsoever, but now I can understand you because that's what the spell does. I cannot in any way shape or form cast the spell on another person or allow anyone else to understand languages using the spell without actively translating it for them.
Let me put this question another way: Whom are you going to translate? You share a common language with everyone except (possibly) the xenophobic Raptorans whom you haven't met yet. If it's your intention to translate their speech (assuming it becomes necessary), YOU'LL HAVE TO TOUCH ONE OF THEM
BEFORE ANY OF THEM KNOW THE INTENT BEHIND YOUR TOUCH.
The reason I brought this up in the first place is I've seen
several people in different campaigns who wanted to use Comprehend Languages as some sort of "listening in" ability, in circumstances where it simply won't function the way they wanted it to (because the way they wanted it to work is called the Tongues spell).
