Nope. Gaining a kingdom level doesn't get you another roll on the environment table.

All it does is increase Vox Populi and gives you a boost to one of the kingdom stats.

Basically, the level up gives us +1 to a kingdom attribute (Culture, Lifestyle, Order, Military) and we can have more Voice of the People to use.
