I'm coming to say no to them. If allowed, there really isn't any reason not to take them otherwise. For me to allow them, there would have to be a reasonable trade off to wearing them, and as written, there isn't much of one.

Don't forget that you don't pay for straight enhancements to weapons or armor. So you'll need to pick a +1 enhancement bonus for your armor. You keep the +1 enhancement bonus though. Don't forget a detailed character background ;)

Yeah... I suppose I could get a +1 weapon property, if I just dropped the strength bonus on the bow a bit.

Does that rule also apply to armor?  Could I get "+1" Light Fortification Mithril Chain Shirt for the 2,100 gp I have listed? (Not that I actually want Light Fortification; it was merely the only +1 armor property in the SRD.)

For some reason I though you had +1 on your weapon, not your armor. Change all references from weapon to armor in my previous post. And yes, it applies to armor as well.

Then I'll probably go heavily invested into my combat gear, and get a "+1" Vicious Greatsword, a +3 or +4 strength bonus on the bow, and ... a "+1" Styptic Mithral Chain Shirt. (There's really not a lot of great +1 enhancements to choose from.)

Instead of Vicious, I might lean toward Smoking (+1 enhancement, Lords of Darkness) if that is allowed.

Hmmm.... A Martial Disciple weapon (+1, Tome of Battle) would be pretty good too... Make it Devoted Spirit and I'd pretty much always get a total of +4 to hit ("+1" enhancement bonus, +3 bonus to hit from being in Martial Stance or using a DS strike).

One-half concealment is the same as 3.5 "concealment;" that is, a 20% miss chance.

3.0 grades of concealment:
One-Quarter = 10% miss chance
One-Half = 20% miss chance
Three-Quarters = 30% miss chance
Nine-Tenths = 40% miss chance
Total = 50% miss chance

I do the same, so I fully understand.

I'm starting to firm up my character background; are we officially in Eberron, or is it a homebrew world that has some Eberron aspects to it?  Don't want to start writing a background that involves Xen'drik and Stormreach if those don't actually exist.
Also, where do you want Goliath to actually originate from?  Are they mostly isolated, or are they a bit more prolific in society?  Those will have a big impact on the back story.

We'll be playing in Eberron. I had been thinking of making it a homebrew world, but Eberron will work for our purposes and has enough written support that I don't have to write a bunch of new material.

Have the goliaths be small, nomadic tribes descend from the giants of Xen'drik.

Should I include a specific region for my character to hail from in my background? Fina spent a lot of her youth traveling, but spent her earliest years in a forest-bordering village, probably somewhere in the west of Aundair or possibly the Eldeen Reaches, eventually coming to Thrane in her life with the Church of the Silver Flame. I could add this to the background if it would add more substance to what's already written.

Another question: can I have a wand of an infusion? Like a Wand of Repair Light Damage?

yes, but due to the nature of infusions, you still have to roll UMD checks to activate it, even if the infusion is on your list.
