Cheap Str and Int boost templates for a human?

I need a particular character Human for the bonus feat, skill points, and to qualify for a human-only feat.  I need more skill points than I can seem to manage with my 28 point allotment, and I want to improve (or at least maintain) my melee attack and damage rolls.  I can afford a maximum of LA +1.

What would be a good template for me to use?  So far my best option looks like Lolth-touched and pulling some points out of Str and Con to start with a higher Int, but I don't know if I can get it past my DM, and I suspect it would be more point-efficient to increase Int with the template itself.

This is for a Hood variation trying to improve out-of-combat usefulness.

You can get more skill points with Nymph's Kiss.  For templates, see if you can grab Fire as a template to get +2 Int -2 Cha.

Draconic wouldn't be bad to combine with the Fire SP mentioned. +2 str/con/int is no more unbalanced than +2 str/con/cha.

All the other good Int templates are ~ 2 LA and the other good Str templates dump Int...

If you can stomach a +2 LA you could use my favourite template Quorbred (SoS 152). It gives +4 Int, turns any mental based save DC to Int and when you hit someone in melee they get a fort save to not be able to cast/use Spells/Spell-likes/Psionics. There is other things it grants but those are the highlights.
