Entirely deliberate. To my mind Divine have nothing to do with undead creation, and in fact are almost always against it, thematically. So, no undead creation for divine, nor turn undead. They're both gone.

That's really really really weird.

Edit: Undead creation has always been a part of divine spells, clerics are always better undead creators than wizards, and baseline D&D has undead or undead-loving gods in pretty much every setting.  I just find that mindset to be very odd.

Outside of D&D I can't think of a fantasy system which involves PC undead creation.

See, I never mentioned fantasy system. And almost all the fiction I've come across sees it as a much more "wizard" type activity. The aptly named Necromancer series by Amanda Downum and the similar Chronicles of the Necromancer by Gail Z Martin as examples. They certainly aren't praying to god to command that skeleton over there.

We've just got very different opinions on this thing.  I've got a book idea that I'm on-again-off-again working on that involves divine based undead creation.
