Capitol Given that it's a city (mind you it's a fairly large one) it needs no capital.
Population Given it's mobile nature the flying city has many different ethnicity's living there. It has significant minority populations of Faenare, Gremlins, Harpies, Sphinx, Nagpa, Pegataurs and Tabi. The majority of the population are Gnomes, usually Tinker Gnomes or Skygnomes. The undercity is also infested with Aberrations (particularly Phase Spiders), fungi, undead, and species considered undesirable.
Languages Since trade is paramount, Common is known by all natives, and translators for virtually any language are easily hired.

Industries Serranian is the worlds only maker of flying machines, and a major producer of magic items, constructs, guns and artisanal works. The city trades for much raw materials, which it's industrial sector turns into finished products. Given it's unique nature many places rely on it for things they can't find elsewhere. It also has the worlds biggest library and magic school. Food is a major import given the scarcity of available farming.
Life and Society Inner city travel can be done via The Rail, sort of a cross between cable cars and a roller coaster. They do not operate in inclement weather. The city is unique in having plentiful running hot and cold water, lighting and 'time saving' gnome machinery.
Government and Politics Serranian is ruled by a council of 12, and no one is certain how those 12 are chosen. There is a vote among the citizens, but no one is truly certain which councilor they are voting for. While the nominees are public knowledge, the district they will represent is chosen after the election by the council. Currently it is composed of a Faenare, a Pegataur, 2 Nagpa, 7 Gnomes and the ArchMage.
Laws Serranian has more laws than most places due to it's unusual nature, and a virtually impenetrable bureaucracy. Think of it as this worlds version of New York. Crime is curtailed largely by the City Guard and the Sheriff, who have access to the military and local mages as well. Spellcasters of any kind are also required to memorize certain spells for the benefit of the city, if they know them and circumstances permit. The city is also rife with powerful entities and adventurers, so starting any crap there is generally a bad move (seriously the average complete noob in the City Guard is fifth level). Currently intelligent or dangerous undead are illegal, but animated skeletons are allowed as labor (though heavily regulated).

Dragomir Stefanescu Sheriff and local badass barbarian. Known for winning a wrestling match with a Pit Fiend to save the city. Also known for killing said Pit Fiend during that match.
Sasha the Pig Strangler Heavily muscled amazon who defines Intimidation. Also a local performer who works part time for the Sheriff. And strangles pigs. Don't ask.
Joe Lizardman ranger who retired from killing. Sort of. Runs a Guild out of his "Joes Used Pets" store.
Leroy Human, Deputy Sheriff. Survives by being so vanilla no one is offended by him.
Nervous Bob Incredibly twitchy Goblin dungeoneer. Known for accidentally discharging his weapon or attacking if anything startles him. Is forbidden coffee at virtually every establishment of repute.
Clubby the Seal Deputy Sheriff, abnormally adorable and innocent looking anthro seal cub. Master of club fu.
Quartermaster Sarcastic awakened Baboon.
Tohr Grigovakis Massive minotaur, former pirate, current bar owner of the Broken Kneecap.
Rosa Grigovakis Athasian halfling, former anthropophagous, currently married to Tohr.
Nina Grigovakis Simple minded daughter of Tohr and Rosa cursed with supernatural strength, and who loves cute things.

Sophia Grigovakis Cursed woman who never leaves the kitchen as she is too uncontrollable near men. And by uncontrollable we mean cursed to behave violently.

Damian Szymanski Former Dean of the Wizard's school, killed by a Gawd (Benny) so far as anyone knows. His megalomaniacal nephew Jimmy has most likely met the same fate.
The Bursar Incredibly old Dwarf who handles the Wizard's schools monetary affairs, and a decent enough guy when he isn't arguing with his assistant Bart who is also a lecher.
Goober Freed non-evil Dretch with the IQ of an eggplant. Currently a part-time bartender/entrepreneurial brewmaster at the Gaze Attack.
El Gigante Delusional gnome Luchadore.
Captain Topcat Leader of the cities fighter plane squadron and gnomish weretiger. Has a companion cat named Algy. Squad includes a paranoid man with a mustache, a female elf into jewelry, a wife hating gnome, a crazed dwarf, and a matronly goblin whose bosoms are possessed by a Pit Fiend and an evangelist.

Religion Due to the Street of the Gawds, every religion in the world has a presence here, including several that are little more than money making scams. The Professional Pantheon is generally the most popular.
Major Settlements Serranian has no major settlements, but has waystations and embassies virtually everywhere. Alfheim limits them to the capital city due to past incidents. The Broken Wastes can be problematic due to lingering prejudices. Danubus loves the flying city, and there is much trade with it. Muerte Personas, The Nameless Forests, The Pit, Poli, The Red Garden and Wacky Land are visited rarely, and generally negotiated ahead of time. There are never stops in the Dividing Mountains, and they are passed as quickly as possible. Texicas and the North have also had issues with the city.
Important Sites Arrival Local Inn renowned for being the starting place of many kidnapees, and for it's exotic elven staff.
Joe's Used Pets Petshop and Guild run by Joe the lizardman, specializing in animals, magical beasts, and similar problems.
Broken Kneecap Pub and Inn run by Tohr and Rosa's family. In poorer part of town called the Laborer's Quarters.
Street of the Gawds Odd street somehow holding a massive temple to every known Gawd. May be a tesseract. Okay, it is a tesseract.
The Sewers Filled with Otyughs, giant worm things, Phase Spiders and undead (particularly Wights).
The Gaze Attack Monster bar near the docks. Bartender is a Beholder.
The Velvet Fist Former brothel, current PC headquarters. Currently haunted, and part of the focus of a massive Undead Rights campaign.
The Ghost Bar Rumored hangout of the cities incorporeal Undead, located in a secret locale in the Sewers.
