I think this is the right forum, actually. I think you'd get a 9 score, and so yes it should be permanent. As for the hit die cap... it is debatable whether it remains in place or not. It's basically an "ask your DM" question.

A single class level.

A single low level spell.

A single low level power.

There's three.

Add in all the extra move action options and extra movement as a swift action options and moving and full attacking is quite simple to anyone that cares, such as a melee dragon.

Again, that isn't the point though. The point is that there is no correlation between dice rolls and actions, as a single full attack can easily consist of 5 actions. Only actions until death matters as a metric as they are the only honest and accurate baseline you can use.
It is posts like these that endear you to people BB. He asked for 2 ways and you gave a generic answer. It would be much more helpful if you stated what class and which spell & power otherwise anyone who hasn't read over almost every spell, power, and ACF has no clue what those are.

Of course, unless there's a dragon variant that casts druid spells, he's either adding 5 levels of druid or 8 levels of ranger to get that "low level spell".  Or 4 levels of Psychic Warrior to get the power.

But of course, all dragons (I think all melee NPC's, actually) have a level of barbarian in BB's campaign world.
Use Psionic/Magic Device ranks + item (dorje/wand/etc). No feats or class levels required.

I stand by my previous interpretation. It doesn't say "this is a gaze attack" or "this functions in all ways as a gaze attack". It first lays out how the spell works. (Each round you may target a single living creature. It must make a Will saving throw or be frozen in place. Etc...) Then as a short-hand way to describe the effect, calls it a "gaze attack". If it were supposed to explicitly grant all of the abilities of a full-blown gaze attack, it would say so.

OK, let's get this ball rolling again.

I'm going to say Sammael is not very helpful or subservient in his current form (which may have something to do with his demotion in the future...). If you don't give him something that is explicitly covered by his "contract", which IIRC was providing magical support in the form of equipment and Wishes, he's just going to refuse to do it.

Of course, you can probably get anything else you'd want from him by just making sure to ask for it in the form of a magic item or Wish.

I'd say no. It says it is a "gaze attack", but then goes on to describe the effects of the spell, which do not include the passive abilities. So I'd say the use of "gaze attack" is just descriptive text here, not a rules reference.

I forget the exact wording, but that was my impression I recall.

I interpreted the spell to not really be a full-blown gaze attack, and only give you the "active" gaze attack. It's still pretty potent.

I'm interested if I can just update this character.

His main trick is this: use Planar Touchstone (Catalogues of Enlightenment) to learn all kinds of domain spells, and then Uncanny Forethought to cast them spontaneously using his Focused Specialist slots. If that's too OP, I understand.

I'd like to summon a bunch of low hit die creatures with the ability to use Teleport at will. I'm an evil bastard up to no good, so convincing lantern archons to help me might be difficult. Is there an evil equivalent to this creature (low hit die with teleport at will)? Or am I stuck with trying to dupe/enslave these things?

I guess I could just call a bunch of these via Planar Binding, and lie to them about what I'm up to. I'm afraid they'll figure it out, and try to screw me over, though. I'm going to use them as scouts, and bad info could be pretty harmful... maybe worse than nothing at all.
