"Kelpstrand" and teleports

Can a creature targeted by "Kelpstrand" (or even a tanglefoot bag) free itself by teleporting away (ex.: by using Anklets of Translocation)?

Looks like the Kelp Strand is attached to the caster (...You are not considered grappling yourself while using this spell...), so teleporting away should work. The tanglefoot bag is an object that is attached to the target on a successful hit; it should travel along with the creature during a teleport. I'd rule that the teleport detaches them from the ground, thus allowing a free saving throw.
