And you only learn the run once no matter how many ways you can use it?
They arent, the one rune lets you cast Hallow, and another is Unhallow 'plus the following effect'. Most of the runes work this way. For example theres a rune that provides the benefits of Magic Weapon, while the Heightened version provides Greater Magic Weapon. But sometimes there was no appropriate spell of the type I needed for that Level. Then it became the "Heightened version is the same spell plus x effect'. Or in soem cases I think I just made stuff up wholesale.
The 2e stuff this was inspired by had a "very" limited runic language and casting class this class is based on. You'll notice many of the runes contain the same root words, which tend to repeat. This kind of limited me as the words used to describe one effect were the only ones available for others as well, so it led to some difficult choices.
