By those criteria: Chameleon 2 let's you choose and swap any feat you qualify for.

For now I'm just looking at spells/powers that duplicate feats or skills.

does arcane spellsurge count? replaces the quicken spell feat,
but its usefulness is limited to sorcerers..

Psi Charm
Telempathic Projection ... only gives 1 diplo step, but some other skill checks too.

The Eberron sourcebooks have some spells that specifically enhance skills.

Plus, I definitely see some of my favorites missing from your master list.  I'm away from books, so I'll have to update later.

Complete Mage has the Mask of the Ideal spell.  An illusion/glamer that buffs Bluff, Diplomacy and Disguise skills.

Are pathfinder spells game? there are some skill boosters in there, I think there's one called crafters fortune that boosts a skill check.  And the animal aspect line gives bonuses to different kinds of skills...

Bite of the WereX all grant feats.  Which ones exactly change with the spell, but Weapon Finesse, Improved Trip, Blind-Fight, Power Attack, and Diehard can all be gotten IIRC.  I know for a fact that Wererat gives Weapon Finesse and Werebear gives Power Attack and Blind-Fight.

The psionic power Psychic Reformation allows you to swap feats in and out or change skill choices in ten minutes (or less, depending on your lactose tolerance) by spending some power points and XP.

Should we put Simulacrum and Icy Assassin in the "sort of" category, given that they can give you access to a completely loyal and obedient bundle of skills and feats?  Or is this confined strictly to things that give the character skills and feats directly?

I am not sure if it has been mentioned but for heroics the feats in ToB that grant a manuver/stance are fighter feats, and many manuvers let you do things that use or obsolete skills or feats (flight, blind-sense, pounce, sneak attack, many more) but your selection will be limited by your IL, but that is always at least half your level.

If we go that far, then we'd probably need to list Summon Monster and Planar Binding for similar reasons, which is a little intimidating :P

It would be really helpful to have books listed along with the spells, since I'm not familiar with some like Major Action or Greater Skill Knowledge.
