It's been nearly a month since I sent my request in. I would have sent another request but I was afraid it would also be lost or forgotten.  Here is my request below:

"After seeing the multitudes of amazing stuff the optimization community has put up over the years, I find myself wanting to contribute back. However I am unfortunately not too great at original optimization so I don't have much to contribute in that regard. However, one way I can contribute (even if it's in a very small way) is to transfer handbooks here so that other people can see and appreciate them."

Indeed, it seems to have been missed. I approved your request earlier today after I saw mention of it in another thread; you should be able to post in the subforum now.
