Spellweavers are also excellent if allowed.

If you can use Sharn though, use it. It has a special place in the pantheon of overpowered monsters.

As for templates, Lolthtouched gives +6 Str and +6 Con plus other goodies for LA +1. Vecna-blooded is the ultimate screw you to divination.

Wendigo for CR +2 is stupidly good. You get Str, Con, Cha +4, Wis +2, and Dex +8. I'll repeat that. Dex +8. You also get Regeneration 5/Fire, deflection to AC based on Cha, at will Wind Walk as a move action, and Fly (good) 120. Your hit did become d6 and you lose non-flight movement modes, but if you stack templates smartly those are easy to bypass. Fiend Folio.

Had my gallbladder removed last year. Glad I did, because the lead up was horrendous. The worst part though was when, in agony and right before surgery, the doctor slaps me in the stomach.

Peg Knights aren't supposed to be super durable, so I think you should give them a bad fort save (all good saves + Mettle and Evasion!). Also, 3/4ths BAB is more appropriate, as it would be Wyvern knights who have full BAB, good fort and ref but bad will.

First four comments fixed and addressed in the stat block.

They are cave and underground lake dwellers and I originally designed them as a tricky terrain encounter for the PCs.

Shard Spray is in a 30 ft. cone so it's meant to be a choice between range and number of targets vs. more damage vs one.

I'm out now, but will clarify Refraction when I get home.
