[3.5]Restrictions on Power Stones?

All things being equal, can one purchase a power stone of discipline-specific powers (or whatever the psionic scroll-equivalent might be, if more applicable)?

I see no reason why you wouldn't be able to... and as far as I was aware, power stones were the psionic equivalent to scrolls...
