If the Duration line ends with "(D)," you can dismiss the spell at will. You must be within range of the spell’s effect and must speak words of dismissal, which are usually a modified form of the spell’s verbal component. If the spell has no verbal component, you can dismiss the effect with a gesture. Dismissing a spell is a standard action that does not provoke attacks of opportunity.

Does the bolded "range of the spell's effect" refer only to 'range' (in the case of Darkness, only touch), or would being inside the 20-foot radius count as being "within range of the spell's effect" for the purposes of dismissing the spell?

The wording might leave room for the second interpretation as valid... I really can't decide which is right.

Thoughts?

Yes, based on the wording of "You must be within range of the spell's effect" it would follow that being in the effect area of a Darkness or similar spell would allow one to dismiss it.
