The maneuver as written overrides the normal rules for making attacks of opportunity. It doesn't override the normal rules for flanking, so you wouldn't be considered flanking no matter your or your friend's position (unless your bow threatens the target, in which case the question is moot because you can make an AoO without the maneuver).
It could also stand to be written better (provokes an attack of opportunity... from who?).

You could flank / threaten with a ranged weapon with Sniper Trick Shots, but I don't think you have the room in your build for that.

It is. It's not in the world information thread, but it was discussed on IRC that the Tall Plains, east of Herx, are on a plateau.

Yes, east of Herx. Amanatea proper starts off with a strip of mountain to the west, and the western outcrop is actually its southwestern mountains. It goes forther west from there, then Herx is sandwiched between it and the Tall Plains. I used the original posted map for reference by overlaying it, it'll be clearer once I actually put national borders on the map.

Whispering Wind is a standard action, but limited to 1 mile/lvl (so 10 miles) and is also quite slow to take effect (1/10 mile per minute...). Message is only medium range, but can basically act like a "walkie talkie" system for those in range.

Are SLA's assumed to be standard action even if they replicate a spell with a longer casting time?  Or are they the spell's casting time?

really? That kind of sucks... So if you use that dragonblood sub level to get Nerveskitter as a SLA 3xday, it is effectively useless?
