This wouldn't help with early entries or whatever else, but how about...

Let's say a 10th level cleric uses divine power and then receives psychic reformation.

If he goes back all the way to level 1, could he select a feat that has a BAB requirement? I understand anything beyond BAB +7 will only work under divine power after all is said and done, but I don't think there's any other problem?

The best way to think of it is Divine Power doesn't grant you BAB=integer, but as the Spell states Divine Power grants BAB=ECL. In other words any real changes to ECL while the Spell is in effect will change your BAB.

If I understand the question correctly, I'd say no.  Even under Divine Power, at level 1 his BAB would be 1, so you couldn't choose a feat with a prereq of BAB+3, even if his current BAB at level 10 is 10.

Under Retraining, PHB2, p193, "The Process"

for another feat. If the new feat has prerequisites, not only
must your character meet them in his current state, but you
must also be able to show that he met them at the time you
chose the previous feat.
    Example: A 4th-level fighter/1st-level rogue couldn’t trade
the Mobility feat he chose at 3rd level for Improved Critical
because he doesn’t currently meet a prerequisite for the latter
feat (base attack bonus +6). He also couldn’t trade that Mobility
feat for Weapon Specialization, even though he currently
meets the prerequisite (fighter level 4th), because he could
not have done so as a 3rd-level character.

I realize you're talking Psychic Reformation, not Retraining, but it's pretty much the same thing only faster

PHB2 Rebuilding otoh has a legit but small pile of cheese available.
It's T.O.  It's a lot of work.  It's hard to justify and make rules legal.
But it isn't impossible.

However, to rebuild level 1 with a +1 BAB which was
otherwise unearned, requires being a dragon or outsider,
at level 2, rebulding into 2 levels of a +1 BAB class,
against the very high CR encounters and do it Solo.
