What I recall from 2e was a binder full of house-rules, and each DM had a different binder, and monsters came printed on binder-leaf paper because everyone had a different set of rules.

IIRC the term "core books" was a 3e thing, so I'm not entirely certain what it means in 2e. Just the PHB, I guess? Maybe the setting books for spells, if you're playing in a published setting?

Also I'm not sure which Wizard handbook you mean. Do you have a book name?

In terms of min-maxing, IIRC the best thing in 2e was (ab)using the dual-class rules. You're a Human, so you're good to go in that regard. Being female or Chaotic Good is irrelevant, except it means you're not Lawful Good, so you can start out as a Thief to get access to better weapons, have better HP, and maybe even some better saves -- or you can start out as a Fighter, for really good HP, really good saves, and bonus attacks.

Dual-class over to Mage (there is no Wizard in 2e) or into a specialist Mage when you hit a good break point, like when you get another attack per round at level ... uh, 4 maybe? Whatever it was. Or when you get another proficiency slot, perhaps, if you're playing with the proficiency rules.

Do you have access to Kits? Those were also largely broken and combine very nicely with dual-class cheese.

Short Version:
Max Int, 14 or 16 Con, Know Identify, Armor, Sleep and Magic Missile spells.  If Proficiency are in play take Dart for Weapon, and Spellcraft for Non-Weapon.  The rest is quite fungible.

Blarg.  Complete Wizard wasn't one of the books I have.  No Kit advice.  There's a bit of a problem.  Even the 2E Players Handbook (The core book) had optional rules.  Without knowing specifics there isn't a ton we can tell you.  Fortunately you don't need a ton.

Its a Mage, just get high Int (19+ is the ultimate goal) and 14 Con and your fairly well optimized if you pick a nice range of spells.  As with 3E, Transmutation and Conjuration are the big schools.  (Unlike 3E, dual school spells were available to specialists even if they banned one school.)  Thus making those the strongest choices if you choose to specialize.  Armor is a solid defense spell for Mages.  If Complete Wizard is what you mean, take Chromatic Orb, it scales with caster level, becoming a 1st level death spell.   :D  And unlike later editions, blasting still worked out of the box in 2E, meaning having Fireball or Lightning Bolt is a grand idea once you get to 5th.  Use Secret Page to double your spellbook page count and keep a backup book soon as you can afford it.

As Nifft suggested, with good stats (15 in one, 17 in Int) Dual classing into Mage from Fighter (or what have you) can be a strong option.  Obviously, unless you start above 1st level, you won't be a Mage though.
