Does The Fluff Make Pun-Pun Impossible?

By now, everyone knows about Pun-Pun, the kobold who uses the Manipulate Form ability to attain godhood at low level.  However, when looking at the fluff for Forgotten Realms, I found a point that may make the Pun-Pun build impossible.  If I'm reading things right, kobolds may be immune to Manipulate Form. 

The Manipulate Form ability gives god-like power to change the abilities of "any Scaled One native to Toril."  Obviously, kobolds have scales.  However, I'm not sure kobolds are actually native to Toril.  I know dragons originally come from another plane.  Since the fluff (and the Dragonwrought feat) suggests kobolds are somehow related to dragons, I would assume that kobolds are not native either.  Thus, I think Pun-Pun doesn't work. 

Of course, that doesn't stop the 0 LA yuan-ti race from doing the exact same thing.
