These additions are from a list I got a long, long time ago, from someone named "Thugsb"
Blind-Fight (Corsair's Eyepatch, 3k, MIC) "grants you the benefit of the Blind-Fight feat for 1 min." Usable 3/day, Swift (also grants See Invisibility).
Bracers of the Blinding Strike: Bracers of armor +6; gain Improved Initiative feat, extra attack as if using a speed weapon 102,000 (Magic of Faerûn)
- since you draw a distinction, these give the "benefits" but not the feat. (MOF, pg155)
Maximize Spell on Conjuration(Healing) only - Armband of Maximized Healing, 1/dy, 7200gp, MOF, pg152
Maximize Spell on Healing spell - Armband of Maximized Healing, 3/dy, 7200gp, MIC-72, on healing spells of 6th level or lower
Run (Panther Mask (Gharyn's Monastic Array), 2,700, MIC-201) "provides you the benefits of the Run feat" - also gain +5' land speed in light or no armor (Dash feat?)
Track (Mask of the Tiger (Garb of the Hunting Cat), 4000, MIC-200) "grants you the benefits of the Track feat". Also gain low-light vision.
Extra Music (Songblade, 6,400gp, CAdv-130) Only when wielded and only 1 extra bardic music/day (benefit, not feat)
Extra Spell (Pearl of Power, Lvl*Lvl*1,000, DMG) - benefit, not feat

Uncanny Dodge (Warning Weapon, +1, MoF) - this is in my list of items that grant feats, but I think uncanny dodge is a class ability, not a feat.
Whirlwind Attack (Whirling weapon enhancement, +1, MIC-46) 3/day
Any Fighter Feat (Eternal/Wand of Heroics, 4420gp/4500gp, MIC) Either 2/day (so 60mins) or 50 charges - this is in my list of items that grant feats, but it should probably go under "spells"

A&EG, pg 139, lists some costs for adding things to intelligent items
- Combat Reflexes - +10,000gp
- Blind-fight - +10,000gp

All or almost all of the Bite of the Were-Whatever spells grant feats.
Mirror Move is a 3.0 spell (from a web enhancement, I think) that gives multiple Fighter feats (as long as you can watch someone who already has them). Similarly, the Feat Leech power lets you steal someone else's psionic feats.

Just saw this in another thread
A feycraft light weapon lets you use DEX instead of STR just as if you has Weapon Finesse. Not even magical, just a special property. (DMG2, pg275)

While they're not items, most Magical Locations do have a listed gp value for if you want to use them as treasure
IIRC there's already a handbook on old BG, but it hasn't been ported over.
Would it be an idea to include them?

Two major things I need to point out:
1. Almost all (if not all) of the Metamagic rods in Complete Arcane were reprinted in MIC for much cheaper (that is, actually in line with the formulas used for the DMG metamagic rods instead of practically double that price).
2. The Precise weapon enhancement never references the Precise Shot feat in any way. It merely removes the -4 penalty for shooting into melee. It does NOT grant the benefit of Precise Shot, nor the feat itself, instead it gives an identical, numeric benefit.

Edit - there are 4 metamagic rods in the MIC. One (Reach Spell) is brand new. The other three are indeed about 1/2 price from their original listing.

Be careful here. The ITEM has 10 ranks. It doesn't add +10 to whatever the wielder has.

From reading these, I don't know if these give the feat, or just the benefits of the feat.

You should add a "Misc" to your handbook. Someone already mentioned the Dark Chaos Feat Shuffle. The Chameleon floating feat at 2nd level should also be mentioned.
The Stronghold Builder's Guide (pg 32) mentions a Training Area, Combat. If you use the rules for training for feats in the DMG, has some benefits. Can get the same benefits from a Training Area, Rogue.
Plane of Shadow Traits (Stronghold Builder's Guide, pg 122) - on the plane of shadow, spells with the shadow descriptor are cast is if prepared with the Maximize Spell feat, though they don't require a higher level spell slot.
Plane of Fire Traits (Stronghold-124) - on the plane of fire, spells and SLAs with the fire descriptor are both maximized and enlarged (at the relevant feats), but don't use higher slots
Astral Plane Traits (Stronghold-127) - all spells and SLAs may be employed as if improved by the Quicken Spell feat, but don't use higher slots
Plane of Water Traits (Stronghold-128) - spells and SLAs with the water descriptor are both extended and enlarged (at the relevant feats), but don't use higher slots.
Guess you should add a "Locations" section too :)
Another for misc:
Aptitude Weapon (ToB-148, +1 bonus) - lets you use feats for a particular type of weapon (eg Weapon Focus) with the aptitude weapon, even if it's a different type.

first, thank you all for your additions and comments. i had found some of the sources you mention, and had not gotten around to adding them yet. but i also see new suggestions. thank you.
now, some comments on my part:
extra spell does not duplicate or grant benefit of a feat. the function is slightly different. it functions more like a certain spell.
items which do not state "grants feat" or "grants benefit of a feat" in at least a variant of that wording in the description will go in the "otherwise" section.
if an item does not grant a feat, but only a class ability, it does not "technically" go here. if there is a list of class ability duplicating items, it would be a worthy addition in a second post in the handbook thread.
can someone list all the bite/were spells and the feats granted, please? never mind, found it. =D
someone please quote me the dark chaos shuffle? i do not have that source.
it is incorrect to state that the precise weapon ability never references the precise shot feat in any way. it does in fact reference it. namely they don't stack. thus i feel this falls into the category of "grants benefit".
mirror move source, anyone? found that, too. same source as bite spells, in fact.

It doesn't say it "grants" or gives "the benefit of" the feat at all. The reason it doesn't apply if you have Precise Shot is because the feat removes the penalty, so this property no longer has anything to do (since it only removes a penalty and does not grant a bonus). It is pretty clear on this.

Any Metamagic Spell Trigger (Metamagic Wandgrip, 6000, CM) Allows effects of metamagic feats to be applied to a spell trigger item.
I think this is a poorly worded. It doesn't duplicate the effect of any metamagic feat. It duplicates the effects of one specific feat, namely the Metamagic Spell Trigger feat (CM-45), which itself applies to other metamagic feats (using charges instead of changing the spell level). The Wandgrip also applies only to wands, not any spell trigger item (unlike the feat itself, which does apply to any spell trigger item).
I suggest:

The rod of fury's 1/day empower looks like it costs 22.8k on its own. The prices make perfect sense if you treat the price multiplier on the cheaper of any additional effects in an item as x2 instead of x1.5.
26,800 - 2x 2,000 = 22,800
38,800 - 2x 8,000 = 22,800
58,800 - 2x18,000 = 22,800
(77,600 - 32,000)/2 = 22,800
(95,600 - 50,000)/2 = 22,800

That makes sense. I couldn't figure it out myself.
And the pricing seems ok, when you compare it against a metamagic rod @ 6th level, which costs 32,500gp for 3/dy.

Ring of Anticipation (DotU, 8000gp); allows you to roll twice for Initiative and take the best result - unlike the feat (1/day), this functions continuously.
Extra Spell
Knowstones (Dragon #333, spell level squared * 1000gp) add an additional spell known to spontaneous casters with a limited Spells Known list (Sorcerer, Bard, Favored Soul etc.)
Ring of Anticipation (Drow of the Underdark) gives a vastly superior version of the Danger Sense (MH/CAd) feat (ring is continuous, all day long; the feat is 1/day).
Also, Knowstones (Dragon, not sure of issue #) are basically Extra Spell for a spontaneous caster.

and in answer to the question i caught as i skimmed all the additions: the main title is a play on the term feet binding, or foot binding... a practice of questionable merits. but it is mainly a simple eye catching pun. ^^
as background, i actually started this thread as a result of trying to help a friend of mine with whom i have an ongoing debate concerning which is better, a tempest or a dervish... we have decided to have a contest adjudicated by a third party and are building characters to take our argument of tempest vs dervish into the arena of mortal character combat to settle our differences. he was rather feat starved in his build, so i was looking up ways to get around it for him. and then i thought that the resulting list of how to get feats i was making would be great reference material for everyone, and here we all are. :D

Not really. Your alignment only shifts if you have 2 Abyssal Heritor feats (unless you take the Ordered Chaos feat)

for those who are curious, and at least one commented about it above, the title is an intentional pun on the practice of feet binding - an example of the extreme lengths to which real life optimizers will go to achieve an effect.

Soul Tick from Fiend Folio automatically empowers all your evil spells. Touch of the Blackened Soul from Dragon Magic makes all your spells evil for 3 rounds. And has a duration of personal.

Serpent Armor got updated in MIC to be +1 leather armor with a +1 resistance bonus on Reflex saves for 12,160gp. Combat Reflexes is still granted.

Any elf or cleric of Corellon Larethian who uses a Bow of Elvenkind (Comp Champion, p137) with arrows from a Quiver of Elvenkind (Comp Champion, p144) gains the benefit of the Far Shot feat.

I do not know what books this was originally from but on wizards website they have a pdf called new magic items, and some of these items grant feats. (it appears 3.0 since it references polymorph self)

Mantle of Rage 6,000 gp. Rage as a 1st level barbarian or if you have the rage feature rage 1 additional times per day (this is similar to the feat extra rage but 1/day instead of 2)
Reflex Weapon (equivalent to a +1), gain the benefits of combat reflexes.
There are other goodies such as scrying at will for only 42,000 gp but those aren't feat related

Nimblestep (18310gp, LEoF p. 152) is a +1 Short Sword that grants Up the Walls and lets you focus as a move action (effectively Psionic Meditation).

Special: A character who meets the prerequisites automatically gains Ritual Transference as a bonus feat after constructing five talismans of transference.
In short you can buy feats to reform / retrain / Dark Shuffle at the cost of 5 talismans.
Once you change the feat i can't see anything that prevents you from making another 5 talismans and regaining the feat.
In essence, for roughly 5 days labor, 500 gp, and 80xp; you can "buy" feat slots.

Not to blow everyone's mind here, but there is a 3.0 rule that states that items that give a benefit of a feat qualify you for having the feat for other prereq things [PrCs, other feats, etc]. It's late, so I'm not going to dig up which 3.0 book it was.
So unless a later book updated that, it still stands.

yeah, that's always been valid in 3.5. lose the object, lose access to the feat chain, however, but there's never been a problem the prereq thing.

That's 10,000gp more than a +3 weapon, making the staff likely priced out as a double weapon, with 14,000gp for a +2 and Mighty Sweeping on each end. That would place Mighty Sweeping at 6,000gp as a WSA. Or, if it really was priced for a single end, then the price for just that enchantment would be 20,000gp. I'd be inclined to believe the former is correct, given that the staff was MWed properly as a double weapon already.

Feats. Let's face it, feats are at a premium. Many characters never receive more than 7 feats in their career. Wizards get a few more. Fighters get even more, but they usually are hard pressed to do everything they want to, unless the follow one of the "optimized paths". Flaws might net you another one or two, but depend on a generous DM.

Ahh, CaptnQ did a whole lot of reverse engineering on his EVD series.
Maybe he didn't get all of the details on this one (idk).

I don't quite understand where you get the 14,000gp at. But I think the real problem is that you read "mighty sweeping" as one thing, and it's really two things: "mighty" and "sweeping".

Staff of Mighty Sweeping: This sturdy ash +2 sweeping quarterstaff also grants the wielder the Improved Trip feat.
Magic of Faerun, p141
Sweeping: This property grants a +4 bonus on any Strength checks the wielder makes as part of an attempt to trip an opponent with the weapon. Caster Level: 5th; Prerequisites: Craft Magic Arms and Armor, bull’s strength; Market Price: +1 bonus.
So "+2 sweeping" makes it equivalent to a +3 weapon, which as you point out is 18,000gp. If used on both ends, it would cost double, or 36,000, which is more that what the staff costs. The "mighty" adjective is just fluff that refers to the granted feat (Improved Trip), which seems to cost an extra 10,000. Arms and Equipment guide says extra feats usually cost 5-10K, so that fits right in.
It can be confusing, but I think the book just forgot to double the price for a putting an enchantment on both ends, though it did remember to double it for masterwork quality.

Just throwing this out there: Legacy items can grant Metamagic/Metapsionic feat effects ala metamagic rods. There are multiple different effects, and there's no upwards limit on how many Legacy items you can have at one time, so founding multiple legacies for free metamagic is plausible (just highly likely to get turned down by the DM).

FWIW, I see DMs use a 'one at a time' rule per each type of x.
It solves things like nightsticks and 500 feats. Since WoL also includes armors, though, presumably you should be able to have an armor of legacy and a weapon of legacy at the same time. The hp/spell slot penalties would stack though :(

You need to remove the Precise weapon quality from "items that grant benefits of a feat." Move it to "Items that Otherwise Duplicate Effect of a Feat." The weapon property says it does not stack with Precise Shot, but it does not, in any way, suggest you get Precise Shot or the benefits thereof.
All the weapon property does is remove a penalty that doesn't exist if you have Precise Shot.
