There's a solid theory that the composition of the early Solar System included a 5th Gas Giant planet, and Uranus and Neptune switched places at some point. So this is a possibility (absolutely not drawn to scale) :
earliest jupiter + saturn in a <1.9:1 ratio
J-> S-> 9-> N-> U->
then jupiter + saturn reach a 2:1 ratio providing huge gravity bumps to the others
