(3.5) Fastest path to Freedom of Movement?

Short of using a scroll, potion, wand, etc, what's the earliest level at which a character can obtain this spell?

Heart of Water gives you a FoM effect, and it is a 3rd level sorc/wiz spell.

I'm looking for actual castings of FoM, as opposed to analogous effects; it's tied to the requirements for a PrC in a game world I'm working with some folks on, and I'm wondering whether it can easily be hacked.

Well... you can be a cleric with the Travel domain and receive it for free as a granted power.

Granted Powers: For a total time per day of 1 round per cleric level you possess, you can act normally regardless of magical effects that impede movement as if you were affected by the spell freedom of movement. This effect occurs automatically as soon as it applies, lasts until it runs out or is no longer needed, and can operate multiple times per day (up to the total daily limit of rounds). This granted power is a supernatural ability.

Looking through this list, it's a 3rd-level spell for two classes.  Nentyar hunter (Unapproachable East) lets you cast it with only 3 levels invested, but you'll still have to be an 8th-level character to get it.

Well, wouldn't this mean that theoretically an Archivist could get it at 5th level? But that seems to be the absolute earliest anyone could honestly cast it from their own spell slots. I wouldn't be too worried about hacking into the PrC at this point.
