List of feats that increase Runecarving level:
Dweomersmith
Focused Rune
Mental Fortitude
Perfected Simplicity
Runecrafter

Runeborn abilities:
Essence Burst
Tenacious

Runecarver abilities:
Rune Surge

Unlettered abilities:
Willpower
Conviction Flood

Lorespeaker:
Runes of History

Awakened:
Convergence of Desire
Multiple Inheritance

Blood-spiked Fury:
Born of Fury
Ripper's Fury

Cipher Vindicator:
Calligraphic Flare

Curse Carver:
Extended Curse
Persistent Curse

Haphazard:
One Mind, One Thought

Unwavering Warden:
Unwavering Runecarving

Items:
Amulet of Forbearance
Rune Flare

What do you think would be the result if I cut all of the +4 down to +1?

Suggested fixes:

Dweomersmith - Drop Runecarving increase completely.
Mental Fortitude - Rewrite into a different Dwarven Focus based feat
Runecrafter - Cut the nonsense about items being stronger when he crafts them for runes

Runeborn's Essence Burst - +1/+2 instead of +4
Tenacious - Replace ability with something else

Awakened's Multiple Inheritance - Drop it

Blood-spiked Fury's Born of Fury/Ripper's Fury - Replace abilities or reduce to +1/+2

Curse Carver's Extended/Persistent Curse - Remove runecarving level boost

Haphazard's One Mind One Thought - Cut bonus in half?

Unwavering Warden's Unwavering Runecarving - Cap at 1/3rd instead of 1/2 class level?

Those I think are the egregious ones.

More thoughts (These are class features in general) -

Awakened
Inherent Expert - Drop/replace with something else.

Well, remember if you're a Constructed Sergeant with the ESR feat (expensive in terms of opportunity cost, of course), there's no drawback and you continually heal to half without a single penalty.

So like Draconic Aura - Vigor without a shared benefit.   :P

On the suggested fixes, they all look fine.  You forgot the Lorespeaker's Runes of History but that one is super specific.

Forgesouled Guardian is all about Warforged feats but the forgesouled feat also lets you take constructed feats.

Yeah, I haven't gotten as far as the Forgesouled Guardian PrC yet. Only done through Awakened.

I left the Lorespeaker alone because +4 to one rune you've just spent 3 class levels to take seemed fair enough.

I'll get all of these changes merged in today/tomorrow.

Applied Dweomersmith, Runecrafter changes.
Cut Essence Burst to +1
Tenacious now extends Inherent Carved Rune duration.
Multiple Inheritance removed
Applied Extended/Persistent Curse changes.
Cut Unwavering Runecarving to 1/3rd
Fixed Forgesouled Guardian to look for Constructed feats as well as Warforged

Inherent Expert for Runeborn/Awakened needs to be replaced by another ability.
Mental Fortitude, Ripper's Fury, still need work.

PDF updated with changes listed above

MENTAL FORTITUDE [RUNIC]
Those who try and stop you are struck back
Prerequisite: Focused Life or Dwarven Focus
Benefit: When you succeed on a saving throw against a mind-affecting ability, as an immediate action you may strike back with your focus. The enemy must make a Will save vs 10 + ½ character level + focus bonus or be confused for one round.

•   Enhanced Runecarving: When carving a rune, a Tokunnir reduces the level of the rune effect by one (to a minimum of one). This ability can only be active once at any given time, and if he chooses to carve another rune using this ability, all existing carved runes using this ability are cancelled. As an example, this would reduce the minimum rune effect level of Aum’s Second Symbol from 3 to 2, and allow access to it a level earlier.

Inherent Rune (Ex): A runeborn is birthed with the knowledge of a single rune written into their soul. This rune is chosen at character creation and cannot be changed. This rune has special rules that apply to it when runecarving. Carved runes involving the inherent rune take half the time to create and do not require a Craft check. Carved runes using an inherent rune effect target the runeborn as opposed to an item, and he can affect himself with as many carved runes as desired, up to his normal maximum. Reduce the minimum rune effect level of all rune effects from the inherent rune (other than the first) by one. As an example, this would reduce the minimum rune effect level of Aum’s Second Symbol from 3 to 2, and allow access to it a level earlier. This does not stack with the Tokunnir ability Enhanced Runecarving. In addition, the runeborn gains the Focused Rune feat in his inherent rune. A runeborn's inherent rune is in addition to those granted by the table above.

Inherent Expert (Ex): As a swift action, the runeborn may grant the benefits of one carved rune utilizing his inherent rune to an ally within 5 ft. of the runeborn. If the ally moves further away than 5 ft., the bonus is lost.

On Inherent Rune, gaining the next level and also reducing rune requirements by one seems like too many things with the same base purpose.

For the Fury abilities of the Blood-spiked Fury, do I just drop them?

I could move Armor of Rage to fill one gap, and create an ability to fill the other.

Add half then all of the bonus to Strength (granted by Rage) to runecarving levels.

They're one of the problematic overboosting of runecarving abilities.

Armor of Rage adds Damage reduction equal to number of carved runes while raging.

Mixed with 3.5 material that can get really high.

Does that PrC grant full runecarving level progression?

Mostly full. Which is why I was going to cut the Fury abilities entirely.

I just need to come up with a solution for the higher level option.

If it's mostly full you could just have the ability grant full progression while raging (which then becomes full all the time when the capstone kicks in).

What about carving runes as a swift action when raging?

Or

Able to take an extra five foot step when raging, but must be directly towards the nearest enemy. Some movement towards enemies, at any rate.

Or

The always useful charge across any terrain.

C feels the most thematically appropriate for a dwarven berserker.
