Bridesmaid lead is the closest known geographically. Eremite lead is taking you out of town.

As for the Seal Ring lead, you'd need to locate the alleged thief first.

Anyone on the other side of the gate who is known to hire mercenaries and who the guards wouldn't dare to question?
Hmm.

I have been told under no uncertain terms by SDK that Karlat's appearance would be considered a good thing. Which, of course, depends on the DM and how, exactly, he'd fit in to the story.

Monsignore Entenwein is the private secretary who handles delicate stuff for Hierophant Lazarus, including matters that could sully the hands of the Blue Guard.

Reuben van Peperzak is a rich merchant looking after his family's matters along the Nocturnal Sea.

Jade sunna Idail is a sorceress from the Siyabid Caliphate mostly sticking to herself, but surprisingly well-connected and handling magical matters for some important people in Chancel.
