What's it mean if someone's being "watched?"

So I've been reading some threads, and I noticed one user had an icon in the lower-left of his post.  It was a green shield with an exclamation point with the words "watched" to the right of it.

What does this signify?

This is a bug in the forums software. Only moderators are supposed to be able to see the mentioned status(es), but some other users can evidently see them as well. We unfortunately don't have a fix for this, so please ignore it and don't discuss it for the sake of privacy. The majority of users and all guests will never see the tags.

People who are DMing on this site are given the Honorary Moderator status for their private board. Maybe that's how they see stuff for Moderator-eyes-only?

I wish I could tell you, having recently obtained such mod status, but I pay very little attention to the left hand side of the forum. I'd be doomed if people changed their avatars.
