Abusing the fey vernal touch ability

The Unseelie Fey (DC p222) has one of four season themed supernatural abilities. The spring themed Vernal Touch is an at will that can be used against undead:
Quote
For undead creatures, an unseelie fey's vernal touch attack acts like a cleric's ability to turn undead as a cleric of two levels lower than the unseelie fey's hit dice.

So the first question is can items and effects that boost turning work on this aspect of the ability?

Secondly, would it count as turning for the purpose of  a. qualifying for and b. powering divine feats?

1. Probably.

2. Unlikely. 'Acts like' are key words that sadly imply it's something else.

2. I concur. The fact that it works differently on creatures that are not Undead, instead of not at all, is another indicator that it is not, in fact, Turn Undead.
