Awesome Display (Su): Your phantasmagoric displays accurately model the mysteries of the night sky, dumbfounding all who behold them. Each creature affected by your illusion (pattern) spells is treated as if its total number of Hit Dice were equal to its number of Hit Dice minus your Charisma modifier (if positive).

Can you apply this to a wand of color spray? Scroll? Staff?

Wand no, Scroll maybe, Staff no. You're using the item to cast it, it isn't your spell (doesn't benefit from your bonuses or the like.

IIRC in 3.5 there was a tactical feat that let you count as casting a spell yourself when using magic items.... I wanna say Residual Magic- I dunno if there's any equivalent in PF, so maybe ask your DM.
