Hello, I don't remember about this.

How do create unholy water in 3.5 ?

1st level cleric spell Curse Water.  Material component is 5 pounds of powdered silver worth 25gp.  Converts 1 flask (1 pint) of water to 1 pint of Unholy Water.

And you create holy water with the Bless Water spell.

As a plot point as the DM, sure. You could handwave that. As a player? That's what the curse water spell IS.
