@Ly some of those are already mentioned (feat/savant) or blocked (kobolds), but there is also the the assumption that temporary Hit Dice can do that. Don't be a Link and invent thing or pose the rough argument of "didn't do the research" :p
There's nothing blocking kobolds from taking epic feats, if they're Old or older and take the Dragonwrought feat. They're dragons and can be Old, which is literally all that matters. They even have age categories corresponding with the "normal" true dragons.

Like Temporary Hit Points != Hit Points & Ability Damage != Damage, the extra or missing word significantly alters which rules are even being discussed. Temporary Hit Dice vs Hit Dice would be of no exception, and Epic rules uses the term Level so the question posed is Temp HD count as a level?
Levels are levels, and several of the levels I mentioned are permanent, though they can be altered and removed. Even if they aren't actual levels, they're close enough for counting as far as max skill ranks and BAB go (as you gain both for temporary levels just fine).

You can use the ways of gaining skill ranks beyond your level to qualify for Epic Spellcasting pre-epic. For instance, be Old or older and add the dragon type to any of the following, whether through Dragonwrought, half-dragon, or Polymorph/Metamorphosis/PAO/Shapechange; then, do the following:

An illithid savant can consume a creature with 24+ ranks in Spellcraft. Summoning and calling are good for this, as you can ensure the creature won't resist.

The Cityscape feat Primary Contact grants +1 skill rank above and beyond your level cap.

Bloodlines increase your skill cap without increasing your HD.

Using PsyRef and temporary HD (such as from Inspire Greatness) can boost your skill ranks permanently above your level.

Using Fusion on a high HD creature and using PsyRef, or hitting yourself with Astral Seed to make the effect permanent.

Hit yourself with multiple strains of lycanthropy until you break the level cap, take Epic Spellcasting, cast the spells you want, and cure the lycanthropy. Even better with the Curse of Lycanthropy spell. If you want the epic change to be permanent, use a thought bottle before you cure yourself, or use the negative levels/Greater Restoration trick to instantaneously retrain your lycanthropy "levels" to actual class levels.

Use the dusk giant's or barghest's ability to absorb Hit Dice.

Ally yourself with a void disciple with the Moment of Clarity ability.

There're a few 3rd party feats that let you break skill rank caps, including a few semi-official campaign settings that are sanctioned by WotC. I don't recall off the top of my head what those are, though.

Since shapeshifting magic from Alter Self on up allows you to choose the physical traits of the forms you take and grants a +10 bonus to Disguise to look like a specific creature, I'd say you can take the shape of a different zodar each round.

Alrighty, folks. It's time to release some of what we've done, up for your perusal and critique. Solo is posting it here.

It's a martial adept school called the Tempest Fury school, for swordsages and warblades. It focuses on swift, powerful strikes, electricity and sonic damage, and moving like the wind. Its effects are slightly more powerful than some other schools, but you're limited to using Tempest Fury weapons for the strikes, which were chosen from the less-optimized and under-utilized weapon types.

The school itself will play a role in the campaign, and it's thematically appropriate for a campaign involving the stormy, tempestuous sea.

Let us know what you think about it.

An artificer is good enough, what with crafting for everyone, but focus the non-crafting portion of your build on archery. Take Pathfinder dye arrows and regular arrows, make them out of aurorum, and load them up with the spell storing infusion. Now use the dye arrows for buffs and Cures and the regular arrows for debuffs and damaging spells. Fire them off as needed, and you can buff and heal your allies, and debuff and damage your enemies, both at the same time. As an attack action, no less. From range.

If we're going that route, why not just make the whole ship able to go ethereal? Talk about a ghost ship.
You can do that, too. The ship even gets to fly, albeit at half-speed.

Thing is, you still want that ship-inna-bottle, since it allows for easy storage and prevents it from ever being stolen when you're not on it. And if someone does try to steal it, just cast an Alter Self spell on yourself to turn into an avariel (flying elf), leave the ship, and call out the command word. Either your foes will be shrunk down and stuffed in a bottle, or they WON'T be shrunk down and will be stuffed in a bottle. Made of riverine. You'll probably have to go overtime on your use of Prestidigitation to clean THAT mess up, but you should still get XP for it.

How about a Permanencied Shrink Item combined with, say, a slightly modified repeating Secret Chest trap that shrinks everything down and stuffs it into a bottle (of riverine, mind) that you can then send off into the Ethereal whenever you need to? It's now a summonable ship in a bottle. A command word sends the bottle off and leaves the ship there, while blowing the ship back up to normal size.

You normally couldn't use Shrink Item on something the size of a ship, but you CAN use it on all of the ship's various parts and use the same command word for all of it.

Okay, guys.

Solo and I have some new content just about ready for consumption, after a few rounds of last-minute editing and a few bits and bobs that need polished up and finished off. It's not an adventure, but it's material that part of the campaign will revolve around.

I want to start up a Patreon campaign and have a way to distribute content, but this is something that feels rather daunting and out of my league. I've never had a webpage or started up something that feels like an actual business, and I feel that I need some help to get this going in a professional-feeling manner. I want people to see that this is a serious start to a long-term project with quite a few people invested in it, so they're more likely to invest their money into it on a regular basis.

Having a clear-cut idea of what we're doing and how we're going about doing it will help a great deal for getting things started. I have a general idea of how I want things to end up, but getting there is the challenge.

I want to release general D&D homebrew content -- new ToB-esque schools, spells, psionic powers, monsters, adventures, items, and so on -- all released with a critical eye towards professional presentation, balance (or at least not utter brokenness), and fun. I also want to release fiction, art, and other fun stuff to keep people coming back for more.

Has anyone here done a project like this before? I'd love to have a definite sense of stability here, working with someone who knows what they're doing and who has enough experience to know the right questions to ask and how to go about finding the answers to them.

There are rules in the BoED for swapping Evil item alignments to Good. It doesn't help with being Neutral, however.

A non-Good version of Ancestral Relic (because, seriously, why does inheriting an item of power from a relative require a specific alignment?) would work really well fluff-wise with a crafter type, and sacrificing an evil sacrificial dagger on an alter just smacks of delicious irony.

I'm making a character that's going to be extremely Dextrous and Intelligent. He's going to be gestalted, witch a powerful race and templates on one side of the gestalt and class levels on the other. I need suggestions for said race and templates. It was easy to make an extremely Strong and Tough character, but it's harder to find stuff with good Dex and Int.
Here are the requirements, limitations and houserules:
- 20 CR
- can't be smaller than Small or bigger than Large
- you can ignore template requirements for size, type, alignment or the like
- race and templates can be anything as long as it's humanoid in appearance or can be refluffed relatively easly as such
- high Dex and Int are a priority, but other stuff is welcome
- no same template stacking, unless it's specifically allowed by its rules

Probably missed something.
Marruspawn from Sandstorm might work. Marrulurks are widely considered one of the few races worth the HD and LA. Add the shadow creature template and class levels to taste, probably factotum, rogue, or assassin. Just make sure to place a high number of points in its Int score.

Also, marruspawn abomination is pretty good on those scores.

There's a banner in Heroes of Battle that grants a constant Protection From Evil to everyone within 30' for 8,000 gp.

But unless the dagger has some kickass abilities attached, it'd be better to break it down for crafting XP, if you can.

Rubik has been helping me a lot. It looks like going to various forums online, especially those based around D&D and that are familiar with my work, seem to be good places to ask for help. He's personally PM'd just shy of 1,000 people (991, to be exact; he's kept track so as not to bug the same people multiple times), and it's gotten a decent enough response. I think he's gotten better results than I have, considering that I'm asking for me, but he's asking for a friend.

If anyone wants to help, he's basically using a form letter and sending it out via PM. He's...really been helpful. I love the man, but I honestly don't know how to pay him back for how hard he's worked at this.

Hello, everyone. I have some good news and some...not so good news.

The good news is that I managed to get enough to cover the past due rent for last month and did not get evicted. Thank you so much to everyone who donated and spread the word. It was very much appreciated.

The bad news...

The bad news is that the job I have been training for over the last two months fell through. The security clearance was denied, and I cannot work with that company without the security clearance. I'm currently in the middle of disputing the denial and (as I have been) looking for another job, but the job situation really hasn't improved.

The best I can do at this point is to keep on keeping on, and continue doing my best.

I'd like to say I'm doing okay with the news, but damnit, I was really hoping this job would come through for me. I hate this. I hate this whole situation. Having the rug yanked out from under me hasn't left me in a good place. I worked so hard training for that security job, and now I find out that it was all a waste. It's...really disheartening, and I'm not sure why I even bothered at this point.

Really not sure what to do, beyond what I'm already doing.

But again, thanks everyone for your help. I can't say how much it means to me that people are willing to pitch in for a friend in need.
