Magelord from Lost Empires of Faerun requires 5th level spells and Evasion as a class or racial ability.  Making it impossible to enter before 12th level (One level later than Fochluan Lyricist), or finish all 10 levels without the Epic rules.   To the best of my knowledge, the only non-epic PrC that does that.  Even the 13 level Void Disciple is available for entry after 7th.

Archmage and Hirophant both require 7th level spells, but are only 5 levels long.

The sheets over at Myth-Weavers automatically calculate it for your based on STR and Size.  I've always trusted their numbers, but maybe they just came up with an approximation?
The chart ends at 29, then it tells you to quadruple the load for every 10 points up.  Easy enough for a look-up-table and simple math.
Max weight for a heavy load is Str * 10 lb. at 10 Str and lower. From 11 through 15, it's an exponential curve, doubling every +5 Str, rounded to the nearest 5 lb (100 * 2 ^ ((Str - 10) / 5)). Str of 16 and higher continues that curve, although for simplicity the rounding part of the equation is dropped in favor of just being 2x what the carrying capacity of -5 Str was. Light load and medium load limits are 1/3 and 2/3 of the heavy load limit, respectively, rounded to the nearest lb.

WotC always favored feels and looks over math.  So its probably arbitrary.

They can be two things, or even three!  But they only get the favored class bonus for one of them.

Because Pathfinder was written by "Stop Having Fun Guys" in the first place.  Play their way and avoid wrongbadfun.

Hmm, it doesn't explicitly say you need an arcane scroll to learn a spell on the wizard class list.  And you should have Scribe Scroll if you haven't traded it off.  If that feels dodgy, you could take the Southern Magician [RoF] (or Alternate Source Spell [Dra 325]) Feat to take the edge off.  I can't recall the rules for two casters working together to make one item, it may be possible to prepare a spell as a druid to meet the prerequisite to craft the spell as an arcane scroll.

Ring of Theurgy (CArc, 20k) is poorly enough written that it may work.  (Or my reading is just sloppy.)

In general, Dragon 325 is the one with all the theurge stuff, might be something more direct there.

Also taking away reach from the spiked chain.
They should have just taken away the spiked chain.    Plenty of actual weapons to use in the same role, like the kusari-gama.  :p  Also, the Starknife is twice the munchkin the spiked chain ever was, and nearly as silly.  Author's Pet, the other side of the grudge.

I genuinely suspect it feels like someone in PF wrote this vow as some kind of revenge for 3.5's Vow of Poverty feat, which they apparently had some kind of grudge against.
Feels like there are lots of those grudges in Pathfinder.   Like the deliberate blocking of sneak attack damage with splash weapons.  Making Flurry of Blows into Two Weapon Fighting.  Power Attack losing granularity.  Untyped bonuses derived from ability scores somehow being a type.   "Stop playing WRONG!"

Random Thoughts
*) Bind Soulmeld (Impulse Boots) with Open Least Chakra (Feet) can get Evasion for the cost of 2 feats instead of 2 class levels.
*) Silverbrow Human trades the bonus skill points for the option to use Cold with Dragonfire Inspiration.
*) Holy roller bards beat all others with Words of Creation doubling Inspire Courage.
*) Green Whisperer is from a Dragon Article with some seriously good Bard PrCs, have you looked at them all?  Battle Howler makes for a fun Bardbarian.
*) This list.
*) Masterwork Alphorn: for when you have an army that needs to die.
*) Speaking of Armies, Warchanter trades spellcasting for being able to use two bardic music at the same time.
*) There's a New Bard's Handbook.  With quarantine update!
