New caretaker for the PCs

So I retired an NPC today, a bat pony by the name of Blade Tongue.  I used her in my world's first campaign and she was 27.  On the second campaign she was 57 and on the third campaign she was 102.  I had her pass away in her sleep at 104, but now the manor that the party is staying at needs a new caretaker.  My campaign is 3.5e and I am needing a replacement NPC.  They need to be level 12, of which 2 are of either the Mom or Dad character class (can be found in Drivethru RPG for free).  I am using the 32 point system, they can have a max of 4 flaws, full HD first 2 levels (3/4 afterwards), must not be evil, and homebrew is VERY encouraged.  Just no LA above 5.  Do you guys think you can help me?

Also, what exactly do the caretaker responsibilities consist of? Security and active defense? Maintenance? Governing the surrounding populace, including resolving local court cases and taxation? Managing the household staff?

Yes, that's the one.

As for what the caretaker does, they relay messages to the party, direct/hire/fire employees to take care of the manor, handle business expenses and pay taxes, keeps the party safe while they stay at the manor, and make sure the property is well maintained.

I'm trying to get some idea of what this game is supposed to look like.  Are the PCs supposed to be the children or something?  What's the narrative function (as opposed to specific duties)?  I think we need some idea of the narrative arc for context, as this seems like this is supposed to be important (though, I smell a DMPC).

No concrete ideas yet, but I am tempted to do a Bard build relying on Perform (Dad Jokes) just to stay within the theme.

The party is a group of adventurers selected by the council of gods to take care of a certain task.  The caretaker provides parties working for the council with shelter so that they can focus on what the council wants them to do.  The current party is all grown up.  The caretaker also plays the part of messenger to the party to relay the council's wishes or info that might be important.

oh, okay.  I think I get it now. 
For some reason, I keep getting a picture in my head of either a Mary Poppins or Alfred Pennyworth type.
I'm a pretty simple and straight forward kind of guy; so I'm inclined to sprinkle in either Adept or some variant of Bard, and call it good. :shrug

Aristocrat 4 / the Mommy xor Daddy 2 / Merchant Prince iirc is 5 levels / X -> Y for current worldlyness

if npc class doesn't count for multiclass penalties for all races = no penalties
aristo seems to fit how MissQ got started
standard array not elite array

1) background feat
3) any slightly moneymaking feat
6) any diplomancy lite feat
9) any criminal conspiracy-ish feat
12) custom relative the X worldlyness direction
sub in leadership for any 1 above to explain workstaff not stabbing her in her sleep.
(and provides easy framework for workers loadout)

triple standard loot for walking around
net worth = npc WBL + whatever you think the boosted business stuff is worth
parcels of:
regular gear, business gear of no value to anyone except workstaff, bad news gear + assumes traveling
avatar#3 , gravitational lensing edition ... I'm way on the other side of the universe but look like pretty rings

I don't worry about multiclass penalties in my campaigns.  That looks awesome!
