Sure. For the time, Elizabeth is fine sitting on a roof or in an alley in either hawk or mouse form just to get a good feel for who is coming and going. Anyone who seems frequent or otherwise interesting, she would like to tail them on the way back to see where they go, and possibly where they live. She's fine putting several days or even two weeks into this if it seems fruitful (and if nothing pressing happens in the meantime).

Elizabeth can cover for either, but she should pick up low light vision in either animal form, so nights would make more sense.

There are women from the entire range of social classes that go in and out, singly or in groups.  Occasionally there is a man or two that is foul smelling and moves oddly.  THey are covered in filthy rags to the extent you can't make out their faces.

Elizabeth is especially interested in any wealthy women (to see if they’re linked with the government or other positions of power) and these odd-moving, filthy men (ghouls?).

She wants to tail one of the men to see where they go when they leave.

Elizabeth makes note of the tomb to follow up on, later. Is there anything else of note that happens or does anyone particularly important come out from the building?

If not, Elizabeth wants to catalog her findings, to keep, and make a copy to turn in. She wants to include names and possibly locations of any of the widows coming and going as well as the location of the tomb. If she can, she'd like to get her best estimate at a count of unique people and ghouls coming and going to help estimate the size of the organization (or at least the size that moves about through the city).

At any point, does Elizabeth feel she's being watched or tailed? She wants to avoid turning into her human form in front of anyone.

You don't feel that you've been spotted.  There's only one ghoul so far as you can tell, perhaps he's the head or at least the go between.  No one prominent beyond widows, though there seem to be women of varying ages, from 6 to 60.

Once Elizabeth rests from extended time in animal form, she spends her time making sure things are going as well as they can be, both for her new duties in town, and she checks on as many of the old townsfolk as she can to see how they're settling into the new city.
