another question... would the lesser fey'i (no higher abilities, and not outsider /+1LA) be eligible to pick up the half fiend transition class?

You know I've kicking around ideas for a Shigekuni Yamamato style build that kind of sounds like you'd like.
Fire Shield
Namely, use Fire Shield in conjunction with a Ring of Mystic Fire. Your shield deals 5d6+CL (max 20) damage. And there is a BoED version that half the damage is divine that Cleric can learn. Refluff the Good to Evil and pick up Vile Metamagic. Unlike the Balor Nimbus it works against any melee attack and one half the damage is (sortof) uncurable.
Minions
The standard Dominate Humanoid Spell works well enough. To really play into the evil aspect don't forget to animate their remains. In fact...
Flaming undead minions
Cut into either Prestige Bard, [Divine] Bard, of the Inspire Courage ACF for Paladin. Pick up Lingering Song, Requiem and Dragonfire Inspiration as Feats and if Bard based you can trade one of your Musics in for Song of Heart. Badge of Valor+Inspiring Song+Masterwork Instrument later and it's an at least +4d6 fire damage augment and you can Inspire all nearby Undead for a number of rounds equal to ConcentrationSpent+5.
Poisonous Bite Attack
Illithid's Grasping Mandibles costs 15k and gives to a Bite attack that deals 2d6 damage, comes with Improved Grab & Constrict as well. There is a Yuan-Ti Graft called Poisoned Fangs and I'm sure you can see where I'm going with this...
Fear
There is several ways to do there and we have a Fear Handbook. So have a link.
Any Humanoid form is still pretty decent.

The Alter Self at will is quite godly.
its no longer alter self, its now "change shape" as per the web update.
would you still consider that godly?
Well certainly not nearly as good, but it depends on what forms you could take I suppose.

Persisting draconic polymorph to become and angel is a good strategy.
Feel free to reflavor spells too. My aasimar swiftblade turned wings of the dragon into wings of an angel, but getting it with a feat does seem better.

Nope, that's pretty straightforward. Sucks that you're giving up Abrupt Jaunt, though.
Malconvoker already makes you lose 1 caster level; losing another one for an ability that can be acquired via a metamagic rod is not a good deal. You'd always be 1 full spell level behind full casters.
Rapid Summoning (Ex)
Any time a conjurer using this variant casts a summon monster spell, its casting time is 1 standard action rather than 1 full round. (Creatures so summoned can only take a standard action in the round they are summoned.) Conjurers using this variant gain the normal benefits from enhancing a summon monster spell with the Quicken Spell feat.
A conjurer using this variant permanently gives up the ability to obtain a familiar.
I'll suggest something different.
Divine casters have a much, much easier time doing a number with necromancy than (most) arcane casters: they get Rebuke Undead, they get Desecrate, they get to use an Inflict Light Wounds wand or cast Harm, later on. Dread Necromancers can do these things (not Desecrate unless you fiddle around a bit), but they're straight up worse for versatility.
Swashbucklers are basically just tricky, flashy warrior types. No need to use the class of the same name, which incidentally doesn't really allow you to do cool, flashy things anyway. But what class does? Initiators do, and Swordsages are the swashiest of those.
Now it's time to mix and match:
Swordsage 2/Cleric 2/Crusader 1/Ruby Knight Vindicator 10/[full divine caster] 5.
Focusing RKV on Swordsage maneuver progression, you get all kinds of neat, swashbuckler-y stuff to do in combat, BAB 16 (full BAB with Divine Power, of course), and 8th level divine spells, with some nice Wis synergy tacked on for good measure. Practiced Spellcaster bumps your CL up to 20. Corpsecrafter feat line makes your undead minions powerful. White Raven maneuvers can be cherrypicked to help your pale buddies in combat, while not detracting from your own actions. Mix RKV levels with [full divine caster] levels to get the maneuvers you want at the levels you want. Burn turn/rebuke undead uses to fuel swift actions and get your most-beloved maneuvers back, nullifying the Swordsage's weak points. All in all, quite a measure of goodness, if not totally optimized.
See? You don't have to suck moose testicles with three levels of Swashbuckler, just to 'build to a concept'.
Malconvoker is infinitely more powerful than the Constructor. It is an objective fact. That using the Malconvoker as it was designed to be used, abusing Planar Binding, requires the use of a very nice helmet. The constructor is powerful and useful, but nowhere near the stupidity of Malconvoker.
Base classes:
Barbarian (There are so many ACF, you can get Pounce, Rage and IUS with one level).
any chance of there being a builds section either in here, or in the handbook? i have tried to make a dragon pc into "the ultimate gish" but it never worked out to be better, or as good as a human.
I'd love to include builds, but I'll need some first. I've never been good at build write-ups.
