I just realized - nothing here would work, because we don't have access to PHB chapter 8 ("Combat"), which includes the rules for all actions except Swift and Immediate.

I suppose I will technically have to add that in to allowed stuff, especially as there aren't any mechanical choices in there.

How about chapters 4, and 6-8?  Lets you worship Pelor and such.

EDIT: Also added in the ability to actually use magic by including chapter 9.
