A shapechange wizard before shapechange.

Say I want to make a wizard who specializes in buffing herself with various spells and using shapechange. This seems easy enough at level 17, but until 17, she has the difficulty of shapechange not existing. What can she do to fight in this style pre-17? Polymorph is considerably weaker and less versatile.

Be a druid with wildshape, then retrain when you hit level 17?  j/k

You could get a staff with the Shapechange in it.

Savage Species has a feat called "Assume Supernatural Ability" which could strengthen your polymorph spells.
