We need to be a bit careful about our skill selection. Assuming that you can spend 2 points at once on the same sub-max skill (such as when it is cross-class for your current class but not for one of your other classes), and that you can save points to be spent at a later level, this build is viable. The max rank increases by 1 each level, but each point only buys 1/2, so you should be able to spend 2 points to buy one rank.
You will need 2 extra skill points per level. This means either being a Human with 12 INT or other race withe 14 INT. If you cannot save points to use at a later level we will need one more skill point per level (Human with 14 INT or no-Human with 16 INT). You can meet the requirements using just class-points (non-Human with INT 10) if your table uses the houserule that a skill is a class skill (and thus costs 1 point per rank) if it is a class skill for any of your classes.
All skills are class skills for Bards. Where a skill is listed as (cc), assume that two points are being or would need to be spent at each level. Rank totals are cumulative.

This leaves you with 6 free points free from your Bard levels. You can assign your points however you like for level 11+
