Section I
Now, the goal of the rules of spellcasting are to present a complete, current as possible summary of all the rules, including FAQ and Clarifications in one document. The rules and nothing but the rules, as it were. This is to be the most up to date d20 3.5 list of rules including all errata, corrections, and FAQs factored in. Since WotC is moving onto 5e, We can then rest assured that we won't have to update it again. What's here is here. However, should you feel a rule is incorrect, please phrase it as a question

The goal would then be thus:
Arrive at an agreement that it is fine the way it is, needs to be changed, or that a Minority/Majority write up explaining both points of view are included as briefly, but detailed as possible. DM's see things different ways, and these minor differences should be included for the sake of completeness. Our goal is not to exclude any few point, but to clarify all viewpoints, RAW, RAI, and TO, so that a DM can make choices for his campaign without having to hunt all over for the rules in multiple books.
