Is Magic in the Blood the only way to gain additional uses of a generic racial SLA?

I'm specifically looking at a Mistling's living spell creation SLA, and hoping there was another method?

Magic in the Blood is the only one I know of.  Being that the two items in question come from different settings anyway, the fluff requirements on Magic in the Blood would be mutable, I would think.  I've used it for other things before, and now my 18th level PC's will hate you, because I was planning to put a Mistling up against them already.  Now with three living spells  :plotting
