It should work like the PrC tiers, where it assume a logical entry for the feat, with secondary entries that change it greatly. For example, Shocktrooper is 4 stars for a fighter guy, and 1 for a wizard. Meanwhile, Animal Devotion is 3 stars, and 4 if you have turning. Etc.
