Well, Command Undead is 2nd level, and that's effectively rebuke undead, so... "Close to 2nd", whatever that entails.

Turn Undead is a 2nd level druid spell called Bone Talisman.

(not sure if I can write this un-chaotically)

DMM can be a "metamagic" applied
to Spell ABC say that is Level 1, but then
it doesn't have free CL like normal spells
rather has an "augment" style cost increase.

Back engineering it (and badly) makes
1 Turn Undead attempt = 1 Spell Level or 1 Augment Level.

If that was more etched in stone and balanced,
1 = 1 , is the easiest conversion possible.
