sanity check on LA

If a template has no Level Adjustment listed is it valid for a PC, or is it not allowed.

Given that other in the same book list Level Adjustment: — (which is definitely not a PC template)

Not allowed, generally speaking.  DM's should be re-evaluating LA on a case-by-case basis, anyway.  If a template clearly increases a character's power, then it shouldn't be allowed as an LA +0 template.
