I'm trying to join a game with the following character creation guidelines:
1st level. Maybe 2nd (as a reward if all players make an effort to create a good shared backstory for our PCs adventuring group). The characters are expected to go up to 3rd level, at least for this adventure.
Core, Completes, PHB2, Dungeonscape and setting books for Forgotten Realms. Other stuff on a case-by-case basis and you have to make an extra effort to "justify it" fluffwise. ToB, Savage Species and psionics are banned, although in case of ToB you can use something from it if you super extra "justify it".
No races with level adjustement. Unusual races have to be "justified".
Pointbuy - 32.
No Evil alingment, unless, you guessed it, you sufficiently "justify it" and keep in mind you're part of a team.

I want my character to be a manipulator and seductress, a devil worshiper who lies, cheats, steals and manipulates herself into victory.
I'm thinking I'll go with:
Human Beguiler 1-2.
Str 8, Dex 8, Con 10, Int 18, Wis 12, Cha 16.

Need suggestions on skills, feats, equipment and other stuff, and also on future progression. I'm still waiting on the DMs word on flaws and traits.
Obvously, I want my character to survive, but I don't feel the need to super optimize for it, that's why I have only 10 Con and 8 Dex. I'll deal with those weknesses somehow, in-character. I just want to make the character to be as useful to the team as possible, primarily through her magic, followed by her skills.

Is there something specific you need a 12 Wis for?  I'd suggest dropping Cha to 14 and Wis to 10 in order to buy 12 each in Dex and Con.  Beguilers have a lot of very useful (especially at low levels) Dex-based skills, and it would be nice to have a positive modifier in them. 

For feats, I like Obtain Familiar and either Spell Focus (Illusion or Enchantment) or a reflavored Nymph's Kiss.  Spin it as training from a succubus or something.

Will saves and roleplaying. Maybe Arcane Disciple feat in the future?
I can consider droping Cha and bumping Wis to 14 and Con to 12.

I don't think the DM will be okay with that kind of refluff. Also, the feat is Exalted. IIRC, that means the character has to actually be Good, so it would have to be houseruled. I can ask, but again, I doubt the DM will approve.

Well yes, that's why I specified a reflavored version.  You know your DM better than I do when it comes to whether that'll fly, but I thought I'd suggest it anyway.  I think it would fit the concept well, and it wouldn't be an unbalancing refluff.  Keep the RP restrictions of having to maintain an intimate relationship with your patron and don't act in a way that totally contradicts his/her alignment, just swap out who exactly the relationship is with and what kind of alignment you have to stick to. 

Anyway, other feat suggestions:  Improved Initiative if you don't buy Dex up some.  Unsettling Enchantment could be good if you think you'll cast lots of Enchantments, or Dazzling Illusion if you think you'll be using more Illusions.

Have you considered Strongheart Halfling instead of Human?
