UMD lets you pretend the spell is on your spell list. However, Domain and rune Staffs require Divine/Arcane spell slots to be used with them. If Dragon material is allowed, they do have a feat to handle conversion for you, I just don't know it's name but it gets referenced a bit in arcane/divine builds.
