Dwarven (I agree about the height, weight, and beard comment) warlock 8 with the Spider Climb and the dimension door invocations (for those extra-tight chimneys). Handle Animal for the magic reindeer, and the take 10 on UMD + crafting abilities to make the sleigh.  :D Not sure what to do about scrying on every kid in the world... maybe he has one of those magic mirrors?

Make him also a Proxy of an unknown deity.
The SDA the proxy gets, works just like the Pazuzu-Pazuzu-Pazuzu ability.

Rudolph's red nose can see through Solid Fog, with a strange Light effect.
That's definitely Artifact level (though not otherwise strong).
Warforged + Docent + lots of Polymorphing.
Who says those are Reindeer Horns?  They could be implants.

Still don't get making him a dwarf. Sure he's got a beard and a big belly, but I always pictured him as being rather large--maybe a half-giant? (Think Hagrid from Harry Potter.)

The classical depictions of Father Christmas make him pretty big, and a stocky build and long beard aren't exclusive to dwarves. Honestly, the whole thing with making him short got started with Nightmare Before Christmas.

True, but I haven't seen SCM mentioned anywhere until now, unless I just missed it.

Fixed.  He was a jolly old elf from the beginning, and that in the days when elves were still lucky to top 3 feet.  (Long before J.R.R. put them to the rack.)  It was Coke that upscaled him.
