I've seen it thrown around a bit here and there, but it's next to impossible to search a definition for, given that it's a common word as well.

What does it mean when people are saying TO?

Well, it's not exactly a wrong reading.

It's not exactly wrong, but there's an added intention when we say "Theoretical"...which is, "We shouldn't be using this in actual games".

"You break it, you buy it" section of the forum is explicitly set aside for this kind of stuff.  I do like the thought-experiment, however.
