The way we handle it in the arena is anyone can be tripped if they are hovering at or near ground level.  Basically the trip is enough to throw them down to the ground.  Because if someone is only an inch above the ground, there is no good reason you can't just push them prone.

The rules (linked above by Kethrian) say you can trip winged flying creatures and they fall 150 ft. down.

I know.  I was more trying to make the point that it seems silly you can only trip flying creatures if they have wings.  Even if someone is using magic to fly, but they are only inches above the ground, you should still be able to knock them on their butt.

Or send them spinning head over heels repeatedly until they can right themselves.
