Fairly straightforward request - looking for templates that provide a boost to Dexterity. It needs to be legal for a Humanoid, preferrably doesn't change type or remove racial abilities, and LA +1 or +2 are OK.

So far, Winged seems to be my best option.

This specifically cannot be a race, it must be a template.

Just going off an index here so LA/CR may be a bit off.

Arachnoid (Und) +4 Dex, +1 LA*.
Air Elemental (MotP) +6 Dex, +1~+2 CR*.
Gravetouched Ghoul (LM): +4 Dex, +2 LA.
*3.0 rules, no such thing as LA, might be updated.

There is a bunch of +2 stuff as well, like the cool Shadow-Walker (PGtF I think), but those are the +4s I found for under 3 LA and no Dragon.

A were-desmodu hunting bat (MM2) gets +4 str, +14 dex, +2 con in hybrid form. Also blindsight 120 feet and a 60-foot fly speed. It's within your +2 LA limit, but it also has 4 HD.

Arachnoid does not actually have any LA that I'm aware of.

Air Elemental was updated to be +4 LA. Though it is hard to get on a humanoid unfortunately. But the 100' perfect fly speed and never needing to breathe is handy.

Insectile template from Savage Species gives +4 DEX, +2 WIS, 60' tremorsense, and 4 extra arms (that may or may not be useful depending on your DM). It is +2 LA, but changes you to an [Aberration].

Half-fey and Voidmind both give +2 Dex for +1 LA.

Voidmind is actually +3 LA. Crystalkeep has the LA mixed up with the CR on that one.

And unless you can manage to walk around in an AMF all day long, or have slain your mind-flayer overlords, Voidmind can really spoil your day.

half-fey in fiend folio is +2 LA, actually.

unseelie fey is maybe +0 LA and has a +2.

You're maybe thinking of the Half-Fey savage progression? The first level provides +2 DEX.

Is there any other were-forms that have 2HD (or less) and give a big boost to DEX? +14 is great, but I can't afford 4HD.

catfolk
+4 dex, +2 cha and 40 ft speed for +1 LA (races of the wild)

Petal
Str -6; Dex +10; Con +4; Int +4; Wis +0; Cha +8 (LA +2, HD=0) - also has DR, flight, and tiny size (cohort only)(MM III)(thanks fawr)

Petal 1/2 Golem Incarnate construct
Str +6; Dex +8; Int -2; Wis +0; Cha +2 (Worse stat wise than a petal but no LA and playable) - also has DR, flight, and tiny size (MM III)

Maat has ways to boost dex.

I have a racial niche compendium with max dex builds.

OK, so apart from Manual of Quickness in Action and Gloves of Dexterity, is there any (Non-custom) items that add to DEX (i.e. bonuses other than Inherent or Enhancement)?

Looking at my list, arm of nyr, clockwork armor, and silthilar tendons work. If you don't need the bonus constantly, more options open up.

Oh right.

Petal has to be a cohort.
Petal + half-golem template , turned into an Incarnate Construct (template) = playable race
... if weird.
