Neutral Evil Phrenic Spellstiched Necropolitan Dreamsight Shifter (+2 dex +2 wis +2 cha) (assuming that he was created by a dread necromancer with the Corpsecrafter, Nimble Bones, Hardened Flesh and Bolster Resistance and the ritual took place on desecrated ground):

So this monstrocity has:
Phrenic PLA's (Including swift action defensive precognition for +4 AC/saves, Psionic Dominate, Fission and Psionic Teleport).
Spellstitched SLA's (1 - Benign Transposition, Blood Wind, to be determined).
Spells: Ur-Priest (20 CL), Focused Conjurer (3 CL), Sorcerer (1 CL) (with Versatile Spellcaster, if you're allowed to use it across different spell lists).
Wild Shape (12 HD, +4 with a wild shape amulet, enough for a young adult shadow dragon - although all you really need is 7HD for the very young one - that's when you're getting shadow blend).
Full BAB with persistent Divine Power!
He can probably share his Dragon Wild Shape for the day with his friends (familiar's a pretty good target) through Power of Nature. Even if Dragons aren't allowed,

Not exactly. It's just an exercise. I posted it here because folks that read this board can usually point out flaws and provide better suggestions.

Let's see... Dragon Wild Shape in 3.5 is an Epic feat, so you may not get away with the Draconomicon version.  Other than that, this is very interesting.  :)

Though, you can do the same thing as an Illithid Savant.  Lol.

Wait, I didn't get that - I rechecked the Draconomicon version and I fulfill all the requirements at level 12 - what's the problem?

Illithid savant, damn, missed that :(

There's a more recent version of the Dragon Wild Shape feat; however, it's Epic.  And since it does almost exactly the same thing as the Draconomicon version, I think it's supposed to supersede it.

But at least you're using Ur-Priest to obtain 9th level spells even with Phrenic's LA.

It does say in the description that you can spellstich yourself, but the template is not really essential to the build; just a way to get more arcane casting.

Spellstitched has no specific LA, but costs XP (and lots of it)!  I see it as an exception to the "LA- means not for PCs" rule.
